Over 200 audits to be carried out in 2018: State Audit

A series of large construction projects will be audited in 2018.

NDO – More than 200 audits will be conducted in 2018, focusing on State budget use, according to the 2018 audit plan announced by the State Audit Office of Vietnam (SAV) on December 5.

Accordingly, the SAV will focus on audits of the State budget, including the audit on State budget settlement reports in 2017 at the Ministry of Finance and Ministry of Planning and Investment, as well as auditing the management and use of public finance and public assets for 16 other ministries and central agencies.

The agency will also carry out audits on local budgets in 2017 in 49 provinces and cities, the management and use of public finance and public assets at the General Department of Taxation and VAT refund management at the general department and its 19 local taxation agencies.

In addition, there will be 23 specialised audits, including a number of thematic ones such as evaluation of investment effectiveness for incentive policies in economic zones, the management and use of ODA in the 2015-2017 period, and the implementation of BT contracts paid by land use rights in Hanoi during 2013-2017.

Other 50 audits on investment projects are also in the plan, with a series of large projects that will be audited on construction activities and the management and use of investment capital, including the construction of No. 1 urban railway route in Ho Chi Minh City’s Ben Thanh-Suoi Tien section, Ben Luc-Long Thanh Highway construction project, Hanoi urban railway project’s Cat Linh-Ha Dong route, Lai Chau Hydropower project, Duong Noi new urban area project (Hanoi), and Quang Ninh Airport construction project in the form of BOT.

Meanwhile, 33 big corporations and financial institutions are also subjects in the auditing plan for the next year regarding financial statements and other activities related to the management of the use of State capital and assets in 2017. The list includes Vietnam Oil and Gas, Vietnam Electricity, Vietnam Post and Telecommunications, Song Da General Corporation, MobiFone, Vietnam Steel, Vietnam Pharmacy, Bao Viet Life, Saigon Water Supply, Vietnam Bank for Agriculture and Rural Development of Vietnam and Vietnam Bank for Social Policies.

According to the SAV, its 2018 plan gives priority to the audit of major State policies, such as the overall restructuring of economic domains on the national scale and in each locality as well as each enterprise with long-term vision and specific roadmaps, focusing on auditing the implementation of investment restructuring, State budget restructuring and public debt.

The auditing plan also targets key projects in the transportation sector, the use of ODA, and the mobilisation of capital from investors of different economic sectors at home and abroad. In addition, auditing financial market restructuring, focusing on commercial banks and credit institutions, and the restructuring of the State budget and the public sector are also other focuses under the audit plan.

There will be thematic audits in service of the National Assembly’s supervision, covering environmental protection, national disaster prevention and climate change response, with priority given to projects in big cities like HCM City.
