The Congress is being attended by 1,510 delegates, representing the will, spirit and united strength of more than 4.5 million members of the Party. The Congress takes place as the country has seen great historic achievements over 30 years of reform, and is also facing both opportunities and challenges while the regional and international situation has seen numerous unpredictable and complicated changes.
The drafting process of documents related to the 12th National Party Congress demonstrated the spirit of innovation. Different opinions and feedback in research and discussion were acknowledged and collected in a democratic manner, contributing to the country’s development. Around 26 million comments and opinions on the Congress’ draft documents were collected and many of them were published in the media. Most of the opinions agreed with the draft documents, especially those related to the political orientations, development goals, and key tasks of the country. The 10th, 11th, 12th, and 13th meeting of the Party Central Committee discussed and completed the draft documents submitted to the Congress. The draft documents are the result of meticulous study, representing the will of the entire Party and people participating in formulating the guidelines of the Party.
The main theme of the event is ‘Intensifying the building of a strong and trustworthy Party; promoting the strength of the entire people and socialist democracy; stepping up reform comprehensively and synchronously; firmly safeguarding the nation and maintaining a peaceful and stable environment; and striving to soon turn Vietnam into a modern industrialised country’. The Congress’s delegates will discuss and approve a number of significant documents including the 11th Party Central Committee’s Political Report; a report reviewing the implementation of socio-economic development tasks during 2011-2015 and putting forth directions and tasks for 2016-2020; a report reviewing the leadership of the 11th Party Central Committee; a report on the implementation of the Resolution of the Party Central Committee’s fourth plenum on several urgent issues in Party building; as well as electing the Party Central Committee for the 12th tenure.
Over the past years, under the sound leadership of the Party, the country has overcome numerous difficulties and challenges. The economic scale and potential has been enhanced; macro-economy stability has been maintained; inflation has been kept under control. The implementation of an innovative model of growth, restructuring the economy and three strategic breakthroughs have seen initial positive results. Education and training, science and technology, culture, society and other fields have continued to grow; social security has been secured while people’s living conditions have been much improved. Political and social stability has been maintained, national defense and security have been strengthened; independence, peace, sovereignty, and territorial integrity of the country have been protected. Foreign relations and international integration have become deeper and more effective. The position of the country in the international arena continues to be enhanced.
Much attention has been paid to building the Party and political system, which has seen important results, especially in implementing the Resolution of the Party Central Committee’s fourth plenum on several urgent issues in Party building in association with the study of and adherence to President Ho Chi Minh’s moral example. These accomplishments have created an important base for the country to continue to grow quickly and sustainably in the new period.
Looking back on the five-year implementation of the Resolution of the 11th Party National Congress, the entire Party has striven to make significant achievements; over the past 30 years of reform, the country has seen great accomplishments of historical significance. However, it can also be seen that several socio-economic indicators have been not fulfilled as scheduled; many targets and criteria for the goal to turn Vietnam into a modern industrialised country by 2020 have not been realised. The economic restructuring associated with growth model innovation remains slow. There are still many limitations and weaknesses in education and training, culture and society. There has been a degradation of political ideology, ethics and lifestyles among a number of officials and Party members, as well as continued bureaucracy, corruption and wastefulness.
The 30 years of reform has brought many valuable lessons, such as proactive and continuous innovation on the basis of the consistent goal of national independence and socialism, creative application and development of Marxism-Leninism ideology and Ho Chi Minh Thoughts; thoroughly grasping the idea ‘The people are the root’, for the sake of the people, based on the people, and promoting ownership, creativity and all resources of the people. Innovation must be comprehensive and synchronous with appropriate steps taken on the basis of respecting laws; placing the national interest and people above all; regular self-renewal and self-correction; and improving leadership capacity and combativeness of the Party, among others.
The overall objectives for the next five years are to intensify the building of a strong and trustworthy Party; promoting the strength of the entire people and socialist democracy; stepping up reform comprehensively and synchronously; firmly safeguarding the nation and maintaining a peaceful and stable environment; and striving to soon turn Vietnam into a modern industrialised country, improving the material and spiritual life of the people; firmly safeguarding the independence, sovereignty, and territorial integrity of the Fatherland; protecting the Party, the State, the people and the socialist regime; maintaining peace and stability for the national development; enhancing the position of Vietnam in the region and around the world.
The country is entering a new period and the regional and international situation is still very complicated. However, peace, co-operation and development remain the prevailing trend. The country’s position and strength domestically and globally are increasing. In the next five year, Vietnam will fully implement its commitments in the ASEAN Community and the World Trade Organisation, as well as participate in the new-generation free trade agreements in a deeper and broader international integration.
The historic mission of the Party is very heavy. With the traditions and the valuable lessons learned from 86 years of leadership, the Party has led the country to overcome numerous difficulties and challenges. It is firmly believed that the Party will continue to lead the nation to success.
The whole Party, the entire army and people across the country as well as overseas Vietnamese should unite as one, looking towards the 12th National Party Congress to firmly move to a new stage.
