Strengthening Vietnam – Belarus traditional friendship and multifaceted cooperation

NDO – President Tran Dai Quang and his wife on June 26 began a three-day State visit to Belarus at the invitation of Belarusian President Alexander Lukashenko.
This is President Quang's first official visit to Belarus since the 12th Congress of the Communist Party of Vietnam.
Belarus has an important geopolitical position and is one of the main routes connecting Russia with the Western European region. Belarus’s political situation is stable. Currently, Belarus is implementing measures to accelerate the process of economic reform and liberalisation; to develop alternative energy sectors such as nuclear power and biofuels; to expand and diversify foreign trade; as well as to attract investment and seek new export markets. Belarus has implemented a multilateral foreign policy of independence and self-control, actively participated in activities within the framework of the Commonwealth of Independent States (SNG), the Collective Security Treaty Organisation, the Asia-Europe Economic Alliance, and many other regional and international organisations.
Inherited from the traditional Vietnam – former Soviet Union friendship and multifaceted cooperation, the Vietnam – Belarus relationship has been developed fruitfully. The two sides look forward to promoting cooperation in the fields of politics, economy, trade, culture, tourism, science and technology. The good relations between the two countries were marked by exchanges of high-ranking delegations, including the visit to Belarus made by Party General Secretary Nguyen Phu Trong in November 2014 and former Prime Minister Nguyen Tan Dung in May 2013. Belarusian President Lukashenko made an official visit to Vietnam in December 2015 and Deputy PM Vladimir Semashko arrived in Vietnam to attend a session of the Vietnamese – Belarusian Intergovernmental Committee on Economic – Trade and Scientific – Technical Cooperation in October 2016.
Economic cooperation between Vietnam and Belarus has developed significantly, with two-way trade reaching US$94.5 million in 2016. The Vietnamese – Belarusian Intergovernmental Committee on Economic – Trade and Scientific – Technical Cooperation maintains annual meetings. In May 2015, Vietnam and member countries of the Asia-Europe Economic Alliance, including Belarus, officially signed a Free Trade Agreement (FTA) in Kazakhstan. The two countries also signed a number of framework agreements on economic, trade, diplomatic, educational and aviation cooperation and local cooperation. Belarus has helped Vietnam train many highly qualified officials and experts. Around 70 Vietnamese students are currently studying in Belarus. The two sides’ scientific and technological agencies have closely cooperated with many projects which have been effectively implemented and gained positive outcomes. Labour cooperation has been considered as a new direction and local cooperation has been actively strengthened.
Belarus attaches great importance to the relations with Vietnam, considering Vietnam as a reliable partner. The two countries have closely coordinated and supported each other at the United Nations and other international forums.
Vietnamese people always appreciate the enthusiastic support and highly valuable assistance provided by the Belarusian Government and people. The Overseas Vietnamese community in Belarus has been facilitated to study and do business over the long-term and settle under the Belarusian law.
The State visit to Belarus made by President Tran Dai Quang and his wife aims to contribute to implementing Vietnam’s foreign policy of diversification and multilateralisation as well as consolidating and fostering the relations with traditional friends. The visit affirms that Vietnam always respects and desires to continuously enhance the relations with Belarus, creating momentum for their bilateral cooperation in many fields.
May President Tran Dai Quang’s official visit to Belarus be a success, contributing to further strengthening the traditional friendship and multifaceted cooperation between Vietnam and Belarus, for the sake of both countries’ peoples and for peace, stability, cooperation and development in the region and the world.
