Vietnam, Luxembourg sign cooperation framework agreement

NDO – Vietnamese Minister of Planning and Investment, Nguyen Chi Dung, and Minister for Development Cooperation and Humanitarian Affairs of Luxembourg, Romain Schneider, signed a framework agreement on cooperation between the two Governments at a ceremony in Hanoi on November 14.
Addressing the event, Dung highlighted the significance of the nonrefundable official development assistance (ODA) offered by the Luxembourg Government to Vietnam over the past two decades, noting that these ODA sponsorships have been used for Vietnam’s priority fields.
According to the minister, the development cooperation programme between Luxembourg and Vietnam has been initiated since the 1990s, with the first framework agreement on bilateral cooperation signed in 1995. Since then, Luxembourg’s development aid in Vietnam has been implemented through three cooperation programmes between the two countries’ Government, with a total funding of EUR124 million. The projects and programmes using the nonrefundable ODA from the Luxembourg Government have brought about practical efficiency, contributing actively to Vietnam’s national construction and socio-economic development.
Notably, the Luxembourg Government’s development aid has attached importance to the role of the recipient country. The cooperation programmes between the two sides have been devised based on the priority goals set in Vietnam’s five-year socio-economic development plan, as well as millennium development goals (MDGs).
The strategic goals set in the cooperation programmes are the result of the dialogues between the two sides on the basis of the existing experience and the priorities put forward by the Vietnamese and Luxembourg Governments.
Minister Romain Schneider stated that Luxembourg hopes to diversify the relationships between the two countries, aiming to move beyond the traditional relationship between the donor and the aid recipient, whilst establishing a bilateral partnership in the spirit of mutual exchange for joint benefits.
According to Schneider, the new cooperation agreement between the two sides not only covers the fields of climate change and energy, but also the spheres of medical research, finance and banking.
The signing of the new framework agreement on cooperation between the two Governments demonstrates Luxembourg’s strong commitment to continuously supporting the implementation of Vietnam’s development goals, contributing to strengthening the Vietnam-Luxembourg partnership and development cooperation.
