Government focuses on both economic development and social security: PM Phuc

NDO – The Government will try to address inadequacies in its operation while continuing its focus on both economic development and ensuring social security, Prime Minister Nguyen Xuan Phuc has affirmed.
The government leader was speaking during a meeting with local voters in Kien An district, the northern port city of Hai Phong, to inform the voters about the results of the recent-closed 14th National Assembly (NA)’s fourth meeting.
He highly praised the socio-economic achievements of Hai Phong in 2017 by highlighting its leading in attracting investment and strongly upgrading infrastructure. PM Phuc also informed voters of the country's overall results since the beginning of the year.
The PM stressed that for the first time in many years, the country has completely fulfilled all 13 socio-economic targets set by the Central Party Committee and the NA, as the size of the economy has reached an equivalent of over VND5.7 quadrillion (US$250.8 billion) with a stable macroeconomy, inflation under control and budget revenues and major balances of the economy such as electricity, food and foreign exchange have fulfilled the set targets.
He informed voters that the State Bank of Vietnam has purchased additional billions of dollars in the past 11 months, bringing the total foreign exchange reserves of the economy to US$47 billion and still striving to reach US$50 billion by the end of 2017. Exports tripled for the first time, up 21% against the set plan. The country enjoyed an export surplus at over US$2.8 billion and could reach over US$3 billion this year. For the first time, Vietnam exported over US$36 billion of agricultural products, continually affirming its strength in this field.
Along with that, the Government has strongly promoted business and production while improving the investment environment, administrative procedures and the national startup community by cutting more than 5,000 business procedures and conditions to create favourable conditions for business development. Therefore, this year’s figure of over 120,000 newly established enterprises is feasible, PM Phuc affirmed.
In the field of investment attraction, for the first time, FDI pouring to Vietnam has reached over US$33 billion, of which Hai Phong ranked first with many important projects, indicating that Vietnam's investment environment is stable and on development trend, the PM said, adding that at the same time the Government also regularly focuses on ensuring social security and cultural life for its people, especially the poor, as the rate of poor households is decreasing sharply and people's living standard is constantly improving amidst severe damages of natural disasters.
In 2017, national defence and security has been maintained, playing an important role for winning the trust from investors and tourists to Vietnam. The PM also highlighted the country's remarkable external relation achievements in 2017, with the successful hosting of the Vietnam APEC Year 2017.

Answering a question from voter Hoang Dinh Chien on the Government's guiding measures in 2018 to continue the sustainable growth and fulfillment of the five-year plan 2015-2020, PM Phuc emphasised that in the near future the Government would attempt to address inadequacies in its operation such as overcoming the consequences of natural disasters, preserving the peaceful life of the people, and ensuring social security and order.
"A self-reliant country must have self-reliant households," the PM stressed, saying that the results achieved in 2017, despite remarkable achievements, remain low compared to the average developed countries. Thus, the top leader suggested that all authorities, sectors and people must strive to bring about higher incomes in order to bring the nation forward. Along with that, the Government will drastically prevent and combat corruption and wastefulness to strengthen the confidence of the people.
Responding to the suggestions of voter Dinh Dang Hung regarding solutions for the development of hi-tech agriculture, the PM stated that Vietnam has many conditions for agricultural development. However, up to this point, although agriculture still accounts for a low proportion of GDP, the majority of Vietnamese people live in rural areas, so the National Target Programme on Modern Rural Development is particularly concerned with improving farmer's livelihoods and agricultural development. Therefore, the development of hi-tech agriculture and organic agriculture is an important policy for the Government.
In recognising Hai Phong’s initial results in this field, PM Phuc assessed that the results are still not commensurate with its potential and it needs to be promoted. He said that the Government would consider voters' suggestions on the proposal to amend the Land Law to facilitate the accumulation of land and create favourable conditions for the development of hi-tech and large scale agriculture.
Regarding voter Nguyen Duc Hanh’s query on the policies of the Party and State on the protection of national sovereignty over sea and island and the strategy for marine economic development, PM Phuc emphasised that Vietnam is a country with strength in regards to the sea and it resolutely protects the sovereignty over its sea and island in accordance with international law, including the United Nations Convention on the Law of the Sea 1982.Vietnam uses peaceful means and negotiations in the resolving of disputes to protect national sovereignty of its sea and islands, he stressed.
Recalling that the EU has issued a “yellow card” warning on Vietnam's fishing, the PM desires that fishermen comply with international laws in regards to fishing activities. Hai Phong and Kien An fishermen should take the lead in the implementation of the laws related to the sea, with good implementation of fishing activities in accordance with the laws, PM Phuc suggested.
