Survey shows at least 70% satisfied with public administration services

NDO – Six individual public administration services have received 70% to 90% of satisfaction from 15,120 respondents from three centrally-run cities and seven provinces throughout the country.
This was announced at a conference held in Hanoi on March 14 by the Ministry of Home Affairs, the Vietnam Fatherland Front (VFF) and the War Veterans’ Association of Vietnam (WVA) to announce the result of a survey measuring the Satisfaction Index of Public Administration Services (SIPAS).
Accordingly, the survey was conducted in 108 communes in Hanoi; Da Nang; Ho Chi Minh City; and the provinces of Quang Ninh, Lai Chau, Hung Yen, Ha Tinh, Dak Lak, Tay Ninh and Ca Mau.
They measure people’s satisfaction with six individual administration services including the granting of identification cards, land use certificates, house building permits, marriage certificates, birth certificates and the certification process.
The aforementioned services are closely related to people’s daily lives, and represent both simple and complex administration procedures. Each procedure was evaluated based on four factors: public access to administrative services and procedures, as well as the quality of services provided and outcomes of the services.
The granting of land use certificates received the lowest level of satisfaction while the granting of marriage certificates gained the most positive assessment from respondents.
Addressing the conference, Politburo member and Deputy Prime Minister Truong Hoa Binh held that the survey had shown positive feedback on public administration services while helping the administrative agencies reform their operations to more effectively serve the public.
Politburo member and VFF President Nguyen Thien Nhan stressed that the Public Administrative Reform Master Programme has set a challenging target to record 80% satisfaction of the public for administration services at all levels of the Government.
He emphasised that as people are beneficiaries of services provided by State agencies, the Government always considers people’s satisfaction as an important measurement of administrative reform for State agencies as well as central and local organisations.
