Yen Bai shooting caused by discontent over personnel assignment

NDO - Police have concluded that the reason behind a shooting in the northern province of Yen Bai that killed two of its top leaders was due to personal discontent over personnel assignment.
Pham Duy Cuong, secretary of the provincial Party Committee, and Ngo Ngoc Tuan, chairman of the provincial People’s Council, were shot dead by Do Cuong Minh, head of Yen Bai’s forest rangers unit, on the morning of August 18.
Police say political reasons, business conflicts and love affairs were all ruled out during investigation and the murder occurred due to Minh’s discontent with the assignment of personnel when merging the province’s forestry and forest rangers units.
According to police records, Minh shot himself in the head after firing four and three shots at Cuong and Tuan respectively while at their offices using a military K59 pistol.
Under the Criminal Procedure Code, the case has been terminated as the person who committed the illegal acts is deceased.
