It focuses on implementing four main activities, including providing information for fishermen about the relevant legal documents on the sea, maritime boundary division and safe and sustainable fishing, supporting fishermen in distress at sea and performing search and rescue missions.

The programme also targets to protect the legal activities of fishermen and create favourable conditions for fishermen to encourage them to head to sea for their economic development.

Under the programme, the Departments of Agriculture and Rural Development, Border Guards Command and the local authorities will encourage fishermen to join the navy to carry out the tasks of protecting the national sovereignty on the sea and islands according to plans and legal documents of the State.
